About the Role

This position performs all accounting functions for the Sweetwater County Library System and serves as the financial consultant to the library system director. The Business Manager also responsible for employee onboarding, benefits administration, and maintaining and ensuring the confidentiality of all library system personnel files. This position requires the highest degree of discretion and integrity.

Requirements

ESSENTIAL FUNCTIONS

1. Receives and accounts for all library system operating funds.

2. Manages payroll and accounts payable.

3. Oversees the maintenance of the accounting records for the entire Library System.

4. Serves as a financial consultant to the Library System Director.

5. Oversees the maintenance of employee personnel files.

6. Supervises Business Office staff; interviews and makes hiring recommendations for Business Office staff to the library director.

7. Provides for accounting control by segregating duties in the Business Office.

8. Files reports with the appropriate agencies (such as IRS, Social Security Administration, insurance companies) by designated deadlines.

9. Completes all financial reports required by Sweetwater County fixed assets reports.

10. Prepares monthly reports for Library System Board meetings.

11. Administers employee benefit plan.

12. Remains informed of current state and federal labor regulations.


OTHER DUTIES/RESPONSIBILITIES

1. Makes library bank deposits

2. Recommends improvements for Business Office equipment.

3. Remains informed of current Library System policies, procedures, activities, and services.

4. Attends meetings as required to facilitate Library System-wide planning, coordination and communication.

5. Serves as a communications liaison for the Library System Director, as necessary.

6. Performs other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

  • Supervised by the Library Director.

  • Supervises Business Office staff.


QUALIFICATIONS

Education and Experience: A degree in business administration, accounting, or finance is preferred along with three years of directly relevant experience. In the absence of a degree, 5 years of directly relevant experience will be accepted.


Schedule Requirements: This position primarily requires working daytime hours with at least one evening shift a month to attend the library board meeting.


Travel: This job is based at the Sweetwater County Library in Green River requiring occasional travel throughout the library system to attend meetings using a library vehicle and/or your own vehicle. You must have or be able to obtain a current driver’s license valid in the State of Wyoming, have the ability to operate a motor vehicle and be able to be insured by the library system’s auto insurance policy.


Work Environment and Physical Demands: The essential functions of this job require the employee to work in an office environment requiring frequent stooping, bending, walking over uneven spaces and lifting or carrying moderately heavy (20-40 lbs) items.

About the Company

Improving the Quality of Life in Our Communities

Library service in Sweetwater County began in the early part of the 20th century when residents in both Rock Springs and Green River worked to bring libraries to the area. Over the years, the Sweetwater County Library System has grown to include three main libraries and six rural branches and the Community Fine Arts Center. The library system provides service to the 15th largest county in land area in the United States.

In 1906, the Sweetwater County Library was built in Green River with a $20,000 Carnegie Grant. The library was moved two blocks east in 1980 to a 15,500-square-foot facility that is its current location. Besides the tens of thousands of volumes housed at the library, the facility also serves as the location for the business office, director’s office and outreach services. The building has been remodeled over the years to increase space for patron services.

The Rock Springs Library was constructed in 1908 with an $11,323 Carnegie Grant. It opened in 1910. The first major remodel of the library took place 44 years later followed by an expansion in 1965. In the mid-1970s, the building underwent extensive remodeling and an addition that joined the Community Fine Arts Center located in a former LDS Church to the library. The Community Fine Arts Center is a unique collaboration of the City of Rock Springs, Sweetwater County and the local School District # 1 that offers a permanent collection of over 750 works of fine art along with changing displays and a year-round schedule of performing arts programs to the community. In 2021, the Children's Discovery Center, a mini-children's museum, opened within the Rock Springs Library. The Discovery Center was the brainchild of volunteer Jana Pastor, who spearheaded the remodeling of the space with the help of generous donors and volunteers.

On February 28, 1987, White Mountain Library opened at the intersection of Dewar and Sweetwater drives in Rock Springs. The building was constructed at a cost of $1.86 million and has 26,300 square feet. The library also houses the Technical Services Department, which catalogues and processes library materials for the entire library system.

The Sweetwater County Library System has six rural branch libraries in the communities of Bairoil, Farson, Granger, Reliance, Wamsutter and Superior. Service has continued in some of these communities since the 1940s.

The Sweetwater County Library System also provides Home Services for residents in outlying areas in Sweetwater County and to residents in Green River and Rock Springs who are confined to their homes due to health, age or disability.
