SWEETWATER COUNTY LIBRARY SYSTEM

Minutes of the Regular Meeting of Board of Directors

February 19, 2019
 

The Sweetwater County Library System Board of Directors met in regular session on February 19, 2019, at the Rock Springs Library in Rock Springs with the following present: Brenda Casey, Chair; Debbie Leisch, & Elisa Robbins Board Members; Roy Llyod, County Commissioner; Jason Grubb, Library Director; Leora Kraft, library staff.
 

Casey called the meeting to order at 6:04 pm.


Approval of Agenda:

Leisch made a motion to approve the agenda.  Robbins seconded and the motion carried.


Approval of Minutes:

Leisch made a motion to approve the December regular meeting minutes. Robbins seconded and the motion carried.


Financial Report and Approval of Expenditures:

The Board was emailed February Checking Account Activity, Budget Analysis, Balance Sheet and Void Check reports. Leisch made a motion to ratify January financial reports and expenditures. Robbins seconded and the motion carried. Leisch made a motion to approve February financial reports and expenditures. Robbins seconded and the motion carried. Robbins made a motion to approve the late payment up to $8000 to First Choice Ford for the new snow plow. Leisch seconded and the motion carried.
 

*Due to time constraints and Board availability agenda items were passed over in order to address the operational needs of the Library. January and February agenda items will be moved to the March Board packets for further review.


New Business:

A. Library Closure – All Staff Day 5/10/19 – Tabled

 

B. Board Bylaws- Tabled

 

C. Voluntary Separation- Grubb gave an overview and history of the Voluntary Separation program and explained the reasons for offering the program. He also spoke about following the County’s Direction and an estimated cost and savings to the System as well as where the extra funds would come from in order to support the incentive.

Leisch made a motion to adopt the following Resolution. Robbins seconded and the resolution was passed and signed by the members in attendance.

WHEREAS, the Sweetwater County Library System Board, hereinafter “Board”, acknowledges some employees desire to leave employment, the Board further recognizes and understands that circumstances can exist when employees desire to leave employment, but due to financial considerations cannot afford to leave; and

WHEREAS, certain positions within the Sweetwater County Library System, hereinafter “Library”, do not require re-staffing or staffing at the same level due to economic changes, application of technology, changes in services or other means; and

WHEREAS, not staffing a vacant position or staffing a vacant position in a different way saves the Library money and provides opportunities for the Library to reorganize operations in a more effective and efficient manner; and

WHEREAS, a voluntary separation program has the potential to meet the needs of both the employee and the Library; and

NOW, THEREFORE, BE IT RESOLVED BY THE SWEETWATER COUNTY LIBRARY SYSTEM BOARD that the attached Policies and Procedures for the Voluntary Separation Program are hereby authorized and approved; and BE IT

FURTHER RESOLVED, that the attached Sweetwater County Library System Board Voluntary Separation Program Agreement and Release is hereby authorized and approved; and

BE IT FURTHER RESOLVED, that the Library Board authorizes the Library Director to tender this SWEETWATER COUNTY LIBRARY SYSTEM BOARD VOLUNTARY SEPARATION AGREEMENT AND RELEASE to eligible employees.

D. Board elections- Tabled


E. Other- Hoopla and Recorded Books- Grubb presented the Board with an unlimited Recorded Books that would have a one-time fee of $25,000 to the state library. The state library would use the funds to acquire the service for the entire state of Wyoming. Other counties would be invited to participate. Sweetwater County will take the lead. A discussion was held about the rising cost of the current Hoopla service and the need for an alternate service to provide the same items at a reduced cost. Recorded Books is the alternate service. Robbins made a motion to move the money from the state acquisitions account to support the new service. Leisch seconded and the motion carried.


All other items were tabled and the meeting was officially adjourned at 6:20
