Minutes of the Regular Meeting of Board of Directors

April 16, 2018


The Sweetwater County Library System Board of Directors met in regular session on March 20, 2018, at the Sweetwater County Library in Green River with the following present, Debbie DeBernardi Chair; Brenda Casey, Vice-Chair; Debbie Petri-Bullock; Treasure, Philip Pyzyna and Debbie Leisch Board members; Jason Grubb, Library Director; Leora Kraft, Lindsey Travis and Michelle Maser library staff and Reed West, County Commissioner.


DeBernardi called the meeting to order at 6:06 pm.


Approval of Agenda:

Casey made a motion to approve the agenda.  Petri-Bullock seconded and the motion carried.


Approval of Minutes:

Pyzyna made a motion to approve the February regular meeting minutes. Casey seconded and the motion carried.


Financial Report and Approval of Expenditures:

The Board was emailed March and April Checking Account Activity, Budget Analysis, Balance Sheet and Void Check reports.  After a few payment questions, Petri-Bullock made a motion to approve the financial reports and expenditures. Leisch seconded and the motion carried.



A thank you from Green River High School for the Library’s participation in the Make-A-Wish event and a thank you from the Red Desert Rodeo Royalty for the use of a meeting room were shared.



Travis spoke about the Night of Curious Ideas program, a TED talk like event, the Pop Culture Trivia Night as well as the Wyoming Reads Events. There will be a Board Training Session on May 10th at 6 pm at the Rock Springs Library.


Public Comment:



Old Business:

  1. Employee Handbook – LGLP has finished the review of the handbook. It will be ready for adoption at the May meeting.
  2. None


New Business:

  1. New Funding Request- Pyzana made a motion to request option 4 as explained in the library board’s budget workshop for the Library’s FY19 funding request from the county. Leisch seconded and the motion carried.




An agreement between the Kilted Man (Matthew Gurnsey) and White Mountain Library for a July 10th performance for $300 was signed by Jason Grubb


Petri-Bullock made a motion to ratify all contracts. Leisch seconded and the motion carried.


County Commissioner’s Report:  West spoke about the resent budget amendment for Memorial Hospital.


Director’s Report:

Grubb spoke about the cancellation of the PLA conference and the plans to attend ALA instead. He also spoke about several Foundation fundraisers, National Library Week and vendor meetings.


Monthly Statistics:

Grubb highlighted that checkouts were down 3% for the year, digital content up 34%, audio book circulation up 67%, programs offered down by 7% and program attendance down 6.8%. Grubb will be evaluating rural service needs over the next few months.

Set Time and Location for Next Meeting:

Library Board training will be held Thursday, May 10, 2018 at the Rock Springs Library at 6:00 pm. The date for the next regular meeting will be Tuesday, May 22, 2018 at the Sweetwater County Library in Green River at 6:00 pm.


Adjourn: Petri-Bullock moved to adjourn the meeting. Casey seconded and the meeting adjourned at 6:24 p.m.
