Minutes of the Regular Meeting of Board of Directors

December 18, 2017


The Sweetwater County Library System Board of Directors met in regular session on December 18, 2017, at the White Mountain Library in Rock Springs with the following present, Debbie DeBernardi Chair; Brenda Casey, Vice-Chair; Debbie Petri-Bullock, Treasure; Philip Pyzyna Board member; Jason Grubb, Library Director; Doc Wendling, County Commissioner, Barbara Kendall, and Leora Kraft, Bryan Schutz and Michelle Maser library staff.


DeBernardi called the meeting to order at 6:00 pm.


Approval of Agenda:

Pyzyna made a motion to approve the agenda.  Petri-Bullock seconded and the motion carried.


Approval of Minutes:

Casey made a motion to approve the November regular meeting minutes. Pyzyna seconded and the motion carried.


Financial Report and Approval of Expenditures:

The Board was emailed November and December Checking Account Activity, Budget Analysis, Balance Sheet and Void Check reports.  After a few payment questions, Casey made a motion to approve the financial reports and expenditures.  Pyzyna seconded and the motion carried.



A Christmas card from the Wyoming State Library was provided in the Board packets.



Winter Events guides were provided in the Board packets. Grubb briefly discussed the events and thanked the UPS Store for supporting the Library system.

  1. None


New Business:

  1. Holiday Bonuses- After a brief discussion Pyzyna made a motion to approve a one-time holiday bonus for all permanent staff in the amount of $31,393.49. Casey seconded and the motion carried.
  2. Rural Branch Services- Grubb stated he had attended a Wamsutter council meeting to discuss the lease renewal. There was a brief discussion about uniformity among the Branches and why each one is set-up the way they are. It was discussed that when budgeting discussions stared that the Wamsutter agreement would be discussed more extensively.
  3. Employee Handbook- The employee handbook has been reviewed by Employers Council. It now needs reviewed by the Board. It was decided that a workshop would be held at 5:30pm before the January meeting to discuss potential suggestions or changes that are needed.   





County Commissioner’s Report:  Wendling stated there is nothing to report and everything is business as usual.


Director’s Report:

Grubb spoke briefly about the items included in his written report.


Monthly Statistics:

Grubb stated the Circulation is slightly down but he included that several of the branch numbers had not come in yet. Digital Content is up by 72% for the year, Patron visits and Database usage are steady.

Set Time and Location for Next Meeting:

The date for the next regular meeting will be Monday, January 15, 2017 at Sweetwater County Library in Green River at 6:00 pm.


Adjourn: Petri-Bullock moved to adjourn the meeting. Pyzyna seconded and the meeting adjourned at 6:30 p.m.
