Minutes of the Regular Meeting of Board of Directors

February 20, 2017


The Sweetwater County Library System Board of Directors met in regular session on February 20, 2017, at “C” Street Library in Rock Springs with the following present: Tim Winger, Chair; Debbie DeBernardi, Vice Chair; Debbie Petrie-Bullock, Treasurer; Phillip Pyzyna; Board member,  Jason Grubb, Library Director; Doc Wendling; Commissioner, Barbara Kendall, and Lindsey Travis, library staff.


Winger called the meeting to order at 6:00 pm.


Approval of Agenda:

DeBernardi made a motion to approve the agenda.  Petrie-Bullock seconded and the motion carried.


Approval of Minutes:

Petrie-Bullock made a motion to approve the January regular meeting minutes.  DeBernardi seconded and the motion carried.


Financial Report and Approval of Expenditures:

The Board was emailed January and February Checking Account Activity, Budget Analysis, Balance Sheet and Void Check reports.  After a few questions about Blick Art Materials, Celebrity Enterprises, Carrier and Fremont Motor vendor payments, Petrie-Bullock made a motion to approve the financial reports and expenditures. DeBernardi seconded and the motion carried.



A thank you note from a local artist who appreciated the opportunity to exhibit watercolor paintings at the Sweetwater County Library was included in the Board packet.  



White Mountain Library 30th Anniversary Open House flyer and the first draft of a new library Monthly Event Guide was included in the Board packet.  The back side of the Guide will provide information and feature an electronic service offered by the Library System

A 2 year agreement between Sweetwater County Library System and Union Wireless to provide internet services to Bairoil Library for $85.00 a month was signed by Jason Grubb as of February 14, 2017.


An agreement between Sweetwater County Library System and The Kilted Man (Matthew Gurnsey) for 2 programs (April 12, 2017 and July 12, 2017 at WML) for $300 per performance was signed by Jason Grubb.


An agreement between the Community Fine Arts Center and the Rock Springs URA and Producers, Incorporated for the Artrageous February 21, 2017 performance at the Broadway Theater for $9,500 was signed by Debora Soule.


DeBernardi made a motion to ratify the contracts. Petrie-Bullock seconded and the motion carried.


County Commissioner’s Report:

Wendling talked about the upcoming budget season and stated that recent county revenues were off by 8%.  He doesn’t expect the Commission to go into reserves to balance the budget this year but does expect that unused amounts will be carried over to the next fiscal year.  Mandated budget reductions may not be applied “across the board” to every entity but he doesn’t expect a lot of exceptions.  He confirmed that layoffs are still considered to be the last answer to budget decreases.  In addition, he mentioned that many County buildings are old and need to be combined.


Director’s Report:

Grubb highlighted the report items included in Board packets.  Doc Wendling asked if the County’s vehicle maintenance garage would help repair the brown van.  Pyzyna suggested using the College’s automotive techs to diagnose the brown van issue. Grubb will follow up on these suggestions.  Winger asked about unaccompanied minors in the library and Grubb said that we had implemented a process of signing children in and out of computers which had helped address this matter.


Monthly Statistics:

Monthly statistics were provided in the Board packets.  January weather played a big part in the monthly Checkouts and Patron Visits decreases.  Overall:

  • Checkouts and Patron Visits are down.
  • Materials are down for the year.
  • Online content is doing well but we are considering capping Hoopla checkouts to $2 to improve the affordability of offering this popular service. 
  • Programs Offered and Program Attendance are down because of the weather and the timing of large programs that vary monthly from year to year.
