Minutes of the Regular Meeting of Board of Directors

February 16, 2016

 

The Sweetwater County Library System Board of Directors met in regular session on February 16, 2016, at Sweetwater County Library in Green River with the following present: Tim Winger, Chair; Debbie Petrie-Bullock, Treasurer; Barbara Van Matre, Debbie DeBernardi and Travis Samulski, Board Members; Jason Grubb, Director; Leora Kraft, Barbara Kendall, and Lindsey Travis, library staff; and Doc Wendling, County Commissioner.

 

Winger called the meeting to order at 6:00 pm.

 

Approval of Agenda:

Debenardi made a motion to approve the agenda. Van Matre seconded and the motion carried.

 

Approval of Minutes:

Van Matre made a motion to approve the January regular meeting minutes. Petrie-Bullock seconded and the motion carried.

 

Financial Report and Approval of Expenditures:

The Board was emailed January and February Checking Account Activity, Budget Analysis, Balance Sheet and Void Check reports.  There was a brief discussion on the bigger expenditures as well as the final payment to CST for the stabilization project at the Sweetwater County Library.  Petrie-Bullock made a motion to approve the financial reports of expenditures. Samulski seconded and the motion carried.

Announcements:

Travis highlighted the Roland Smith author visit and scheduled events as well as the March mini- workshops and Dr. Seuss programs.

New Business:

  1. Vice Chair Election – Van Matre nominated Debbie DeBernardi. Petri-Bullock made a motion to elect DeBernardi as the Vice Chair.  Van Matre seconded and the motion carried.
  2. Sunday Hours- Grubb provided an overview of the libraries statewide that have Sunday hours. A discussion on the pros and cons of having one library (WML) open on Sunday led to the Board conclusion that Sunday hours would only be provided if it did not increase our costs or hours.  Due to uncertainty over next year’s budget, Sunday hour discussions will continue but any change to System hours will not be implemented until August or September.  Grubb said that many Library Systems use Labor Day to Memorial Day as a convenient time period.  After further discussion, the Board asked for more information at the next board meeting including cost and more specific details.
  3. Other - All Staff Training Day- Grubb explained the All Staff Training Day history and requested the Libraries be closed on May, 6th from 10 to 12 for training.  DeBernardi made a motion to close the Libraries for a half day on May, 6th for the All Staff Training.  Petrie-Bullock seconded and the motion carried.

County Commissioner’s Report:

Wendling stated he liked Sunday hours and hoped that the Board could find a solution. Wendling talked about the revenues being down considerably.  He said the Commissioners are committed to not having any job loss and are also committed to completing the projects that are in progress.

 

Director’s Report:

Grubb spoke about the SCL staff meeting and email protocol training.  He mentioned that the Foundation has moved their strategic planning meeting to next Monday.  Grubb talked about the smart phone training at the senior center, staff attending the CDC Family Career Day and the Tech Service Department training provided for Uinta Library staff.  Grubb also stated the Bairoil and Wamsutter Libraries had to close temporally due to snow and that he is working on finishing the employee evaluations. Van Matre asked if there had been a deadline on when the evaluation should be completed, there was a brief discussion. Grubb stated he was planning to have them done soon.

 

Monthly Statistics:

Grubb said the system has had 225 new card holders this past month. Year-to-date Check Outs is in-line with the prior year.  Programs and attendance statistics are down slightly and Grubb stated there is no magic formula to figure out what programs to have and when adults will want to attend.  Database usage is tracked so that we know what databases are worth purchasing outside of the statewide provided databases.

The date for the next regular meeting will be Monday, March 21, 2016 at Sweetwater County Library in Green River at 6:00 pm
